SUMMARY 

            The understandings that try to comprehend the universe as a whole and aspire to teach the human being what is right or wrong have failed now. The searchings of doctrines in this sense have also come to an end.

             The limitednes in the mind-order relation has been understood. However, the mankind does not handle this limitedness with a fatalist viewpoint but continue its endaevors to change it to its favour. The fact that order relatively determines mind and this mind also relatively changes order and knowledge produced as a result of this transformation is not absolute and that this knowledge does not always serve for the right purposes and right persons or sectors is obvious. The meaningless of the effort to create a perfect community previously has led to anarchism, with the new period, the anarchism has also failed and mankind has directed towards new searchings.

            The 1873-1973 Period has come to an end with several characteristics spesific to itself. The Kitchen (3-4 years), Juglar (10-12 years), fluctuations and regular cyclical depressions which cover these periods are not expected to occur within the new period. However, this need not mean that period without depression will be entered upon. The theory of  unavoidable depression with regular intervals has lost its effect. İt is not possible for now if longer-term fluctuations will occur or not. A few half centuries are required for this.

             To perceive the New World Order and condition of the world after now, i.e. the life of the world after now and list all the practises related to how this must be, as a good wish, is only to answer the question: “What are your wishes concerning the condition of the mankind from now on?”. Though, the new period has viewpoint of its kind which it forces.  This viewpoint is one which is not dual, but suspicious and axamining, yet not at the extent of of scepticism. The opinions of the human beings concerning mind, order and knowledge change in the leadership of the powerful theoreticians and accumulation the world has experienced.

             As many concepts, the social state concept has also been obliged to find a new meaning together with new world order.  As we mentioned above, the understanding of social state which is a protective buffer against Socialism has neutralized in the course of time. This understanding relatively withheld the liberal parties from their principles and made the social democrat parties functionless. The social state which is a derivative of the capitalist system made an impression in the structure of the society as a super-concept whose characteristic and extent are not very clear. The social needs and concept of social right will survive on the universal basis. The life level suitable for the man of the new world is indispensible for the continuation of the production of the new world. For instance, the people should have passed over definite economical and cultural limits in order to go to the cinema. This is mostly necessary for the giant corporations which keep control of the cinema sector. This can also be said for the other social needs. 

            As well as it wrong to make unavoidable predictions about the economical and social rhythm, it is also not very meaninful to determine the harmony of this rhythm which has naturally ups and downs. Therefore, it will be opposed to the requirements of the world for the state to search places to put them in the system, by undertaking the social elements.
